Opening of the yellow ribbon program for foreign schools from June 15 to June 30

The recent passage of Public Law 116-315, Section 1008, “Technical Correction to Clarify Eligibility for Participation in the Department of Veterans Affairs Yellow Ribbon Program,” amends Section 3317 (a) of Title 38 USC and allows foreign schools to participate in the Yellow Ribbon Program.

For the 2021-2022 academic year, the educational service will offer a specific opportunity for foreign institutions to participate in the yellow ribbon program. This opportunity will take place from June 15 to June 30, 2021.

Lump-sum payment program (LSPP) training for participants in work-study allowance programs

Through the LSPP, eligible education and training institutions can apply to become a 154 (154AF) administrative institution, which allows them to receive an annual lump sum payment of VA. The lump sum payment will be used to pay work-study-eligible students who receive GI Bill benefits at the ETI.

Changes to the “48-month rule” for VR&E and EDU beneficiaries

As of April 1, 2021, the Department of Veterans Affairs (VA) no longer counts the use of Veterans Readiness and Employment (VR&E) benefits (Chapter 31) against the 48-month limit on benefits. GI Bill education such as the Post-9/11 GI Bill. Use of GI Bill educational benefits will continue to count towards the 48 month limit on VR&E benefits. Check out our 48-month period FAQ.

VA has started processing affected claims and registrations with this update, and eligible individuals will receive a notification letter from VA, indicating if you have more GI Bill rights available.

Yellow Ribbon Program Agreements

From March 15 to May 15, 2021, we accept new Yellow Ribbon program agreements, modifications to existing open-ended agreements or opt-out agreements. See our Yellow Ribbon Program Schools Webpage for instructions and forms.

The recent passage of Public Law 116-315, Section 1008, “Technical Correction to Clarify Eligibility for Participation in the Department of Veterans Affairs’ Yellow Ribbon Program,” allows foreign schools to participate in the Yellow Ribbon Program. This statute amends Section 3317 (a) of Title 38 USC. VA is working on the implementation of this section of the law and will soon release information specifically for foreign schools to provide information on the application process for the 2021-2022 academic year.


Recipients of 11/5/20 STEM scholarships are eligible for work study benefits

Work study applications and contracts are currently accepted for STEM fellows. Rogers STEM scholarship recipients interested in the work study can apply on VA.gov.


Check STEM participation by text

November 6, 2020 4:00 P.M.

Starting this month, Rogers STEM Fellows will receive an initial text message to their primary phone number asking if they would like to participate in STEMText. If Rogers STEM Fellows join the program, they will receive text messages every month to verify attendance.
